City Manager: Matt Winkel

 

Matt Winkel was hired by the City Council in 1994, coming to Bandon from WilIiams, Arizona, where he was City Manager for three years following a two-year position as Community Development Director in the planning department.

After receiving his architectural degree from the University of Notre Dame in 1971, his first job was with an architectural firm in Phoenix, Az., but he was soon hired by the Phoenix Planning Department.

Two years later he moved to Flagstaff and worked several years for the Northern Arizona Council of Governments doing city planning for many cities in the area as well as running his own consulting firm prior to his move to Williams in 1989.

The City Manager directs and coordinates administration of the city government in accordance with the policies and directives of the City Council.
Primary responsibilities include:

  • administering the annual budget
  • coordinating the activities of the various city departments
  • managing the water, sewer and electric utilities
  • supervising activities of the Bandon Urban Renewal Agency
  • supervising grant applications and administration
  • overseeing intergovernmental relations
Administrative Assistant: Beverly Lanier

 

 

 

 

Administrative Assistant Beverly Lanier has worked for the City of Bandon since 1983, beginning as receptionist and advancing to Liens Clerk. In 1995 she was promoted to her present position.

Besides providing clerical support for the City Manager,
the Administrative Assistant's primary duties include:

  • Writing, preparing and administering grants
  • Data processing for the city budget
  • Creating city's in-house desk-top publishing
  • Calculating Systems Development Charges (SDC's)
  • Administering special programs (Local Improvement Districts, Hazardous Household Waste, etc.)

 

City Recorder: Jo Anne Lepley

 

City Recorder Jo Anne Lepley was hired by the City Council in January 2007. A Maine native, she moved to Bandon in August 2006 from Portland Oregon.

She worked in the medical office field for eight years as an insurance specialist, co-owned a coffee shop with her husband, and her last position before moving to Bandon from Portland was as a legal assistant in a law firm where she specialized in workmen's compensation and auto injury cases.

Jo Anne Lepley graduated from Portland State University in 1996 with a B. S. in Political Science.

The City Recorder is a Charter officer of the City, appointed and supervised by the City Council.
Primary duties include:

  • Preparing Council agendas, packets and minutes of Council meetings
  • Recording and managing all public records
  • Responding to citizens' requests for public records
  • Certifying documents Issuing certain licenses, permits
  • Periodically verifying compliance with ordinances
  • Acting as the City's Election Officer
  • Performing duties of Americans with Disabilities Act Coordinator
  • Municipal Court Clerk
City Attorney: Frederick J. Carleton

 

City Attorney Frederick J. Carleton received his Degree of Jurisprudence from the University of Oregon School of Law in 1977 and that same year, went into practice with Myron Spady, former Bandon City Attorney.

On a contractual basis, he served as counsel for the City Planning Commission for many years and upon Mr. Spady's retirement in 1991, became the City Attorney. He is in private practice in Bandon.

The City Attorney does not have an office at City Hall, but can be reached by leaving a message with City Hall's receptionist. For clarification or advice on the City's position on most issues, the most efficient method is to contact the appropriate city department head who will relay the inquiry to the City Attorney. His primary duties are:

  • Giving legal advice to the City Council and to city staff
  • Preparing legal documents in accordance with the City's ordinances
  • Representing the city in Municipal District Court or before LUBA at the state level
Assistant City Attorney: Shala McKenzie Kudlac

 

 

 

Assistant City Attorney Shala McKenzie Kudlac

Ms Kudlac received her Doctor of Jurisprudence from Willamette University College of Law in 2005. She has been in private practice with the Law Offices of Frederick J. Carleton since graduation. Prior to her legal education, Shala obtained a Bachelor of Science from the University of Oregon in journalism. She is a native of the Oregon Coast having grown up in Port Orford, just south of Bandon.

Municipal Court: Judge Patricia Davis

 

Municipal Court Judge Patricia Davis graduated from Fort Lewis College, Durango, Colorado in 1988 with a B.A. in Indian Behavioral Studies. In 1992, she graduated from Northwestern School of Law, Lewis and Clark College, Portland, Oregon, with a Juris Doctorate degree. She is an active member of the Oregon State Bar.

Since 1992, Patricia has worked as an Indian Child Welfare Act Specialist for the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians, a Project Coordinator for the Native American Pass Through Initiative which is a Native American juvenile justice advisory group to the Oregon Commission on Children and Families and worked as a criminal defense attorney for Southwestern Oregon Public Defenders, Inc.

Presently, she is the Municipal Judge for the City of Myrtle Point, she also works for the Confederated Tribes of Coos Lower Umpqua and Siuslaw, setting up their tribal court and advising them in Indian Child Welfare issues

The Municipal Judge is a contracted position, appointed by the City Council. Court meets once a month, on the 1st Tuesday for two hours, 4-6 P.M. to enable individuals who must appear before the court to be present after work or at least miss a minimum amount of work time to be present in court.

Court Jurisdiction:

  • Violations of city ordinances occurring within the city limits or on
    city-owned property outside the city limits.

Judge's Duties:

  • All clerical and judicial duties associated with the operation of the court, but does not handle juvenile, traffic (except parking violations) and other State violations.
  • Marriages can be performed with arrangements made through the Municipal Court Clerk - City Recorder.

 

Code Compliance Officer: David Kimes

 

 

 

Code Compliance Officer David Kimes moved to Bandon in 1996. He has served on the Bandon City Council for 4 years including 2 years as Council President. He has also been on the Bandon Planning Commission for 5 years including 2 years as Chairman. He is currently Vice-Chair and is the Planning Commission representative on the Committee for Citizens Involvement.

 

 

General Duties:

The Code Compliance Officer (CCO) is responsible for enforcement of the Bandon Municipal Code as designated by the City Manager. These codes include, but are not limited to: health, safety, zoning, parking, and nuisances. Primary duties include:

Conducts zoning compliance inspections on building sites and fills out all appropriate paperwork.
Responds to complaints regarding violations of the Bandon Municipal Code, including investigation and documentation of violations.
Issues citations for violations of the Bandon Municipal Code.
Appears in Bandon Municipal Court as a witness and/or a prosecutor of the violation.
